Founder and manager of IfDS

Markus works as researcher, evaluator and consultant.

His research focuses on evaluation methodology such as tools for efficiency analysis, the concept of results chains and the principal-agent dilemma.

As evaluator, he conducts theory-based evaluations of complex interventions, for example of global programs and public-private development partnerships.

Markus also consults programs and networks on impact strategies, internal governance arrangements and M&E systems.

Over the last ten years, Markus has conducted more than thirty research and consulting assignments in the public and private sector, including eight global program evaluations. Markus regularly serves as peer reviewer of research publications and advisor during initial program design.

Markus has served on several Boards, Executive Committees and Advisory Panels of development programs and institutions. From its creation in 2006 to 2009, Markus was managing director of the consulting practice of the Global Public Policy Institute (GPPi), a vibrant Berlin-based global governance think tank.

Before entering the development field, Markus worked as corporate manager in one of Germany”s largest online marketplaces, as strategy consultant with McKinsey&Company, Inc. and as postdoctoral researcher at the Massachusetts Institute of Technology. Markus holds a Doctorate in Theoretical Physics.
