Finnish DPP report
An evaluation of the Finnish Development Policy Programmes from a Results-Based Management point of view conducted by a team composed of IfDS members Markus Palenberg and Diane Bombart as well as members of the Finnish consultancy Indufor. The evaluation will serve the oncoming government and the Ministry of Foreign Affairs for developing further the policy, steering process and results-based management in the development policy and co-operation of Finland.

Synthesis report_5

An independent evaluation of the CGIAR Research Program “Forests, Trees and Agroforestry” conducted by a team of experts led by IfDS founder Markus Palenberg with the support of IfDS fellow Andrea Deisenrieder. This evaluation aims at enhancing the contribution of the program to solving global forestry and agroforestry related challenges. It constitutes the first evaluation of a CGIAR research program.

A review of 20 years of partnership between the Global Environment Facility and the World Bank, conducted by a team composed of IfDS members Markus Palenberg and Diane Bombart and members of the Independent Evaluation Group of the World Bank. The review aims not only at improving the relevance and effectiveness of this partnership but also at drawing lessons for the partnerships of the World Bank with other large global programs.

IfDS founder Markus Palenberg has concluded a 2 year research assignment on “Tools and Methods for Evaluating the Efficiency of Development Interventions” commissioned by the German Federal Ministry for Economic Cooperation and Development. A total of 15 distinct methods for analyzing aid efficiency are collected and assessed, ranging from gut-feeling based judgments to highly sophisticated academic approaches. Theoretical background is provided as well and several general recommendations made.

The standard compendium on Global and Regional Partnership Programs (GRPPs), written by the World Bank Independent Evaluation Group (IEG) and endorsed by the OECD DAC Network on Development Evaluation. The book describes indicative principles and standards for planning and conducting evaluations of GRPPs. Since 2007 IfDS founder Markus Palenberg serves as member of the Technical Advisory Panel (TAP) of experts assisting IEG in developing further guidance on GRPP evaluation.

An assessment of the World Bank’s involvement in Global and Regional Partnership Programs (GRPPs). This is the first of a series of biennial GRPP reports prepared by the World Bank Independent Evaluation Group (IEG) that is made available to the public. IfDS founder Markus Palenberg served as the external peer reviewer for this report. In parallel and related, IEG has also published an evaluation of the World Bank’s trust fund portfolio.

An independent evaluation of the Austrian Government’s Public-Private Development Partnerships (PPDP), conducted by Markus Palenberg and IfDS fellows Erika B├╝rkle and Thom Sprenger. This program evaluation is based on a theory-driven segmentation of the large and diverse portfolio of public-private partnerships the Austrian Development Agency (ADA) has implemented since starting the program in 2005. This approach represents an innovative and powerful way to effectively evaluate complex project portfolios. Both the business case and the development case are assessed, reflecting the overlapping but individual goals of public and private partners, and the program-level evaluation is supported by six project-level reviews. To our knowledge, this evaluation represents the first rigorous evaluation of a PPDP program.
